ECC have recently been allocated some money to support Winter Pressures. In recognition of all the feedback received from providers at various events where incentives that support carers have been discussed, ECC are pleased to inform all framework providers (Live at Home and Integrated Residential and Nursing) of a new incentive initiative the Winter Fast Track Acceptance Payment. This incentive is being implemented to support providers to secure capacity and speed up discharge from hospital or interim care services over the winter period 2018/19.
From the 16th November 2018 until 30th April 2019 ECC will give an additional one off payment of £500 for every new placement that a framework provider accepts that meets the defined criteria. Full details of the terms of the payment, criteria and exceptions (updated 17 December 2018).
The payment will be administered by Essex County Council. Framework Providers will not need to take any action to receive the payment but will be informed when the payment is applicable via a note on each Purchase Order where the criteria have been met. On a weekly basis all placements that meet the criteria will be batched for a one off payment that will be received within 30 days.
To support continual improvement and understanding providers will be required to maintain records on how the payment is utilised to meet the aim of securing capacity and speed up discharge pathways. Templates will be issued for completion. This information will be utilised to inform any amendments within the terms if required.
