Workforce Development Fund

What is the Workforce Development Fund?

The Workforce Development Fund (WDF) comes from the Department of Health and Social Care and is disseminated by Skills for Care.  It supports adult social care providers to claim back money towards the costs of staff completing a range of adult social care qualifications and learning programmes.  Essex Care Association is the grant holder has been awarded a WDF Grant for 2020.21 and distributes funding across Essex, Southend and Thurrock on behalf of Skills for Care.

What can I Claim?

Training must be completed between 1 January 2020 and 31 March 2021.  The fund can be claimed for money towards the costs of course fees and associated costs such as:

  • Staff salaries whilst undertaking training on the Skills for Care list of Funded Qualifications and/or wage replacement costs
  • Contribution to the 20% off the job learning for health and social care apprenticeships
  • Coaching and mentoring costs and/or venue costs for training

All costs must be incurred before WDF is claimed and employers must ensure they have records in place to evidence the costs of any funding claim they make

What training can I claim for?

In 2020-21 the WDF will respond to key sector priorities including:

  • Funding to support new managers, existing managers, deputies and aspiring managers

Investing in managers represents an investment in their services, their staff and the quality of care they provide. Enhanced funding is available for completion of leadership and management qualifications, learning programmes and digital learning modules.

  • Enhanced funding per learner for completion of the listed apprenticeship standards

Employers can claim funding in two stages for learners on the Adult Care Worker, Lead Adult Care Worker, Lead Practitioner in Adult Care and Leader in Adult Care apprenticeship standards - upon completion of the diploma and after the end-point assessment has been passed.

Digital Inclusion Fund

The Digital Inclusion Fund aims to support initiatives designing, researching or delivering digital inclusion programmes with a focus on older and/or disabled people, in a new, creative and innovative way. It aims to improve essential digital skills and demonstrate how digital inclusion can improve the lives and wellbeing, of older and/or disabled people.


Skill Up

Adult Community Learning (ACL) in partnership with Essex County Council Economic Growth team are delighted to offer a number of subsidised training opportunities to the care provider market. These training programmes aim to support the development of care management skills, leadership and team skills, and digital skills. In addition to these programmes, there is the opportunity to undertake unit accreditation towards achieving a L4 Adult Social Care Diploma.

The training is subsidised by Essex County Council and there are a limited number of places on each programme.
